Street

The Street Department maintains the public streets and alleyways within the city limits of Hugoton. This department is also in charge of mowing City-owned property within the city limits. Sweeping the public streets and removing debris are included in the duties of this department. The City has one mechanical sweeper used for downtown and residential areas. It is also used to pick up the sealing material after resealing the streets in the summer months.

The department maintains all traffic signs belonging to the City and replaces signs if needed. The winter months bring on the chore of snow removal on public streets and city-owned parking areas. Sand is sometimes applied at the intersections when freezing rain or sleet is a danger for stopping.

When special events take place in our community, the men of the street department place barricades to block off the areas from the flow of traffic. After storms, the city crew aids in removal of debris and blown down tree branches.

MOWING AND WEED CONTROL

mowerThe City Street Department mows all city-owned property. They also apply chemicals for weed control in these areas. Private property mowing and weed control are the responsibility of the property owner. If not maintained accordingly, the Building Inspector can have the city crew mow the property and bill the property owner for the services provided. Residents may report unkempt private properties to the City Inspector, Joshua Grubbs, at the City Clerk's Office at 631 S. Main, or call 620-544-8531. City-owned properties may be reported to the Outside Utilities Supervisor, Paul Nordyke, at the same address and phone number.

DEBRIS ON THE STREETS OR ALLEYS

Any object in the roadways of the city pose a danger to public safety and should be reported. Glass, tree branches, or any object needing removal should be reported to Paul Nordyke, 620-544-8531. It will be removed as soon as possible to ensure safety for the flow of traffic.

CURB AND SIDEWALK REPAIR

Broken curbs can be reported to Paul Nordyke, and will be dealt with accordingly. Repair or replacement will be dependent upon funds available at the time. Sidewalk repairs are the responsibility of the property owners to maintain a safe walkway for pedestrians. In the event of a project that requires installation of handicap access on curbs and sidewalks, the city will take the responsibility. A city project which requires the removal of curbs, driveways, or sidewalks, will require that the city replace any existing concrete that was damaged during the project.

DAMAGED OR MISSING TRAFFIC SIGNS

Damaged or missing traffic signs can be reported to Paul Nordyke, Outside Utilities Supervisor at the City Clerk's Office at 631 S. Main or call 620-544-8531. The City is not responsible for highway route markers throughout the City, but maintains all traffic signs on City streets.

SNOW REMOVAL AND ICE CONTROL

The Street Department will begin moving snow as soon as accumulation justifies the removal of hazardous conditions. The City Crew plows snow from the streets to the curb area in residential areas. This may cause some residents driveways to be blocked from the mounds of snow. In downtown areas where wide streets allow, the snow is moved to the center of the street allowing traffic flow on each side. The snow is then removed after the plowing is completed. When the main traffic areas are removed and cleared, the crew will deal with trouble spots throughout town.

CITY-WIDE CLEANUP

In May when the summer help arrives, a city-wide cleanup program is usually published in the city newspaper announcing the dates. This is a free service to the community once or twice a year for a few days. During the hours of 8:00 a.m. to 5:00 p.m. the city crew will cover the city removing piles of debris in the alleyways. Residents are requested to separate the trash into piles. Tree branches, wood, metal, and wire should be in separate piles. ALL ITEMS TO BE PICKED UP MUST BE PLACED BY THE ALLEY.

Contractors are responsible for removing items from tree trimming, home remodeling, replacement of appliances, etc. These will not be removed by the city crews.

SEALING THE STREETS

Each summer the city contracts sealing the streets with a layer of oil and a layer of gravel. Then this is rolled over and packed down to seal cracks and repair the surface of the street. The streets are scheduled for resealing on an as needed basis and a schedule is published annually in the local city newspaper.

If your block is scheduled to be sealed, the department requests that you remove your vehicles from the street, or the city will have them towed.
