CITY COUNCIL MEETING

September 6, 2011

5:15 P.M.

The city council met in adjourned session from the meeting of August 8, 2011 with the following present:  Mayor Jack E. Rowden; Councilmen Gary Baughman, Mike Eshbaugh, Greg Gill, Kim Harper, and Bob Mason.

Others present were Outside Utilities Supervisor Dean Banker, City Clerk Thomas G. Hicks, Chief of Police Courtney Leslie, City Inspector Tony Martin, Electric System Supervisor Gary Rowden, City Attorney Wayne R. Tate, Mark Crawford, Bob Davis, Erick Nordling, Alan Thomas, and Ruthie Winget.

Mayor Jack E. Rowden presided.

The minutes of the meeting of August 8, 2011 were approved as mailed.

Each member of the governing body was provided a copy of Municipal Judge Sherri Leonard’s report for the month of August, showing 30 new cases brought before the court and $4,407.54 remitted to the city.

CITIZENS REQUESTS

Erick Nordling and Alan Thomas, representing Troop 189, stated the Boy Scouts of America organization is requesting troops find service projects as a part of the tenth anniversary of 9-11.  The local troop would like to set a flagpole at the southwest corner of the main city park.  After questions arose over the length of time of the display and the responsibility for the flag, the Boy Scout leaders felt further study

was needed.

TRAFFIC

Bob Davis met with the city council to express his dismay with non-local truck traffic abusing West City Limits, First Street, and Washington Street.  He felt that type of truck traffic should be limited to the State highways and to the truck bypass recently constructed by Stevens County.  He felt a heavy fine and stringent enforcement would keep those trucks off the city streets.

IMPROVEMENTS

USD 210 Superintendent Mark Crawford met with the city council to discuss the construction of a junior varsity baseball field behind Alco.  Motion by Kim Harper, seconded by Bob Mason, that the city extend utility services to the location and provide dirt work in the area.  Motion carried.

TRAFFIC

Motion by Councilman Bob Mason, seconded by Councilman Kim Harper, that Ordinance No. 783, AN ORDINANCE REGULATING TRAFFIC WITHIN THE CORPORATE LIMITS OF THE CITY OF HUGOTON, KANSAS; INCORPORATING BY REFERENCE THE “STANDARD TRAFFIC ORDINANCE FOR KANSAS CITIES,” EDITION OF 2011; DEFINING TRAFFIC INFRACTIONS AND TRAFFIC OFFENSES; PROVIDING CERTAIN PENALTIES; AND REPEALING ORDINANCE NO. 763A AND ALL ORDINANCES IN CONFLICT HEREWITH, be passed.  Vote:  Councilman Baughman, yes; Councilman Eshbaugh, yes; Councilman Gill, yes; Councilman Harper, yes; and Councilman Mason, yes.  Motion carried.

PUBLIC OFFENSE

Motion by Harper, seconded by Gill, that Ordinance No. 784, AN ORDINANCE REGULATING PUBLIC OFFENSES WITHIN THE CORPORATE LIMITS OF THE CITY OF HUGOTON, KANSAS; INCORPORATING BY REFERENCE THE “UNIFORM PUBLIC OFFENSE CODE FOR KANSAS CITIES,” EDITION OF 2011, WITH CERTAIN OMISSIONS, CHANGES AND ADDITIONS, AS DETAILED HEREIN; PRESCRIBING ADDITIONAL REGULATIONS; AND REPEALING THE “UNIFORM PUBLIC OFFENSE CODE, 2009 EDITION,” INCORPORATED BY REFERENCE UNDER ORDINANCE NO. 764; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, be passed.  Vote:  Baughman, yes; Eshbaugh, yes; Gill, yes; Harper, yes; and Mason, yes.  Motion carried.

GOLF COURSE

Motion by Eshbaugh, seconded by Gill, that Resolution No. 2011-3, A RESOLUTION AUTHORIZING THE LEASE PURCHASE FINANCING OF A 32-BAY GOLF CART SHED BY THE CITY OF HUGOTON, KANSAS, be passed.  Motion carried.

DRAINAGE

The city clerk circulated an e-mail from Steve Samuelson with the Kansas Department of Agriculture, stating that if the city joins the National Flood Insurance Program, the city’s flood map would still be rescinded but citizens could buy flood insurance if they so desired.  Purchase of the insurance would not be mandatory.  Further research will be conducted.

Claims against the city were presented and audited.  Motion by Greg Gill, seconded by Bob Mason, that Appropriation Ordinances No. 1941 and 1942 be passed.  Motion carried.

SEWER

Outside Utilities Supervisor Dean Banker presented an estimate of $113,301.00 to replace the force main from the main lift station at Second and Adams to the sewer lagoons. 

PARKS

Councilman Bob Mason presented a materials estimate of $6,394.84 for the installation of sprinkler systems in the three east blocks of Raydene Park.  The city crew could install the systems.  A bid of $29,270.00 was previously provided by a private contractor to install the sprinkler systems.

Motion by Harper, seconded by Eshbaugh, that the meeting be adjourned to Tuesday, October 11, 2011  at 5:15 p.m.  Motion carried.
